COLLINGWOOD president Eddie McGuire says most clubs had no idea the AFL was footing the bill for Sydney's $900,000 cost of living allowance.

The league yesterday said it had announced it was bankrolling the 9.8 per cent salary cap concession in a 2006 policy document.

But McGuire said that was news to the Magpies and other clubs.

"I've had a number of calls today from club presidents and CEOs relatively new to the game who weren't aware of the situation with the Sydney Swans - and some who have been around for a long time who had either forgotten or didn't read the fine print," McGuire said.

"But regardless of whether it is old or new, it is pertinent given everyone's desire to have a pure salary cap, as Andrew Demetriou and Mike Fitzpatrick described it during the week, as a major pillar of equalisation."


McGuire said it was time for the AFL to present clubs with a full list of all benefits it handed out.

"The Sydney Swans have always received preferential treatment from the AFL and the clubs given their special needs," he said.

"But clearly, at a time of equalisation, it is only fair - given the Swans have played in three Grand Finals and won two premierships in seven years and are receiving salary cap benefits and now asking for more equalisation - to think that there are many other clubs who have moved further up the queue.

"As George Orwell said, 'All animals are equal, but some animals are more equal than others'."

The AFL funds clubs the equivalent of about 80 per cent of the $10 million salary cap. Distributions vary, but it was revealed this week some clubs cannot afford to pay 100 per cent of the cap.

But Greater Western Sydney chief executive Dave Matthews said an AFL review of the Giants' and Sydney Swans' special subsidy may even find it should be increased.

"When people are talking about how everyone should have the same cap, that doesn't necessarily mean, in my view, the exact same number of dollars, because it's all relative," he said.

"You should be no worse off as a player for being drafted to Sydney. And so in actual fact what it is trying to achieve - the cost of living allowance - is to equalise and level out the playing field.

"Some people have missed the point on that - it is an equalisation measure.

"There are higher costs incurred for players living in Sydney than players living in Melbourne.

"Ten dollars up here isn't worth what $10 in Melbourne is worth."
